Though it's not uncommon to find spotting in several draft breeds, Clydesdales and Shires being the first which spring to mind, their markings are caused by white and/or sabino genes and possibly a type of Splash specific to those breeds. This model not only has the wrong body type for those British draft breeds, its markings also do not appear to be those caused by genes found in those gene pools.

Your best bet would be to have him as a North American Spotted Draft Horse. Tobiano is more common in the breed, but Splash is possible and black is a very popular colour. A judge likely wouldn't require you to make a note of his breeding beyond the breed name, but if you liked you could add an info card saying he was of Percheron or Belgian stock as NASDH require body type to reflect breeding.
